Տնտեսական ակտիվության 1,6% աճի և «ինվոյսով» մաքսազերծման մասին

Անի Սանոսյանը ֆեյսբուքյան իր էջում գրում է.
Հունվար-սեպտեմբերի տնտեսական ակտիվության ցուցանիշը արձանագրել է 1,6% աճ նախորդ տարվա նույն ժամանակահատվածի նկատմամբ: Հունվար-օգոստոսի 2,4% և հունվար-հուլիսի 3% աճի ցուցանիշներից հետո, արդեն պարզ էր, որ այսուհետ ՀԱՑ-ի ցուցանիշները ցածր արդյունքներ են գրանցելու:
Ինչու՞, շատ պարզ, քանի որ գյուղատնտեսության «բարձր վերելքի» սեզոնը արդեն անցնում է, որը ամառվա բարձր ցուցանիշներից հետո հիմա զգալիորեն ազդում է տնտեսական ակտիվության ցուցանիշի վրա, բացասական առումով: Հասկանալի է, որ խնդիրը գյուղատնտեսության համախառն արտադրանքի ծավալների նվազումը չէ, որը այդպես էլ պետք է լիներ: Նոր կառավարության նկատմամբ սպասումների կամ տնտեսության խորքային խնդիրների մասին էլ չենք խոսում, որովհետև բոլորին հայտնի են այդ խնդիրները:
Արդյունաբերությունը և ծառայությունները դեռևս պահպանում են իրենց 7% և 8% -անոց աճի տեմպերը, որտեղ արդյունաբերությանը նպաստում են հանքարդյունաբերության, ծխախոտագործության և խմիչքների արտադրությունները իրենց բարձր աճի ցուցանիշներով, իսկ ծառայությունների ոլորտի աճը հիմնականում պայմանավորված է զվարճությունների ու հանգստի ծառայությունների և տրանսպորտի ծառայությունների աճով:
Գյուղատնտեսությունը, ինչպես նաև այս ճյուղերն էլ հիմնականում «ծածկել են» շինարարության և արդյունաբերության տարբեր ճյուղերի (օրինակ՝ սննդարդյունաբերության) բացասական միտումները:
Մնացած առումով ամեն ինչ նույնն է, ինչպես ամբողջ տարվա ընթացքում շինարարությունը, առևտուրը և ներմուծումը գրանցում են անկում և որոնք էլ դարձել են մեր տնտեսական ակտիվությանը զսպող հիմնական ոլորտները: Դրական է, որ արտահանումը դեռևս «ձիու վրա» է, իր 19,6% աճով, որը հիմնականում պայմանավորված է արդյունաբերության վերը նշված ճյուղերի արտադրությունների ապրանքների արտահանման աճով:
Բացի վերը նշված անկումային ոլորտներից՝ կային այլ վիճակագրական ցուցանիշներ՝ գնողունակության անկում, գնանկում, ներդրումների կրճատում, եկամուտների կրճատում, բանկային համակարգում բացասական միտումներ, որոնք արդեն վաղուց հուշում էին, որ տնտեսության խորքային հիվանդությունները նորից իրենց զգացնել են տալիս և հակազդող քայլերի ուշացումը արդեն կործանարար է:
Չէի ցանկանա վատատեսական նոտայով եզրափակել այս նյութը, որովհետև քիչ առաջ մի ծանոթ գործարարից իմացա, որ մեկ շաբաթ առաջ արտերկրից ավտոմեքենաներ ներմուծելիս սահմանին մաքսազերծումը կատարվել է ոչ թե «հսկիչ գներով», այլ այդ ավտոմեքենաների «ինվոյսով»: Կամ թվերով ասած, եթե դրանից էլ մեկ շաբաթ առաջ, նմանատիպ ավտոմեքենայի մաքսազերծման համար վճարել էր մոտ 1500 դոլար «հսկիչ գներով» հաշվարկված, ապա հիմա «ինվոյսով» մաքսազերծելիս մաքսայինին վճարել է 3 անգամ քիչ՝ մոտ 470 ամերիկյան դոլար: Սա միգուցե գարնան առաջին ծիծեռնա՞կն է:
