Խոյերը քաղաքական այն գործիչներն են, որոնք վճռական են գործում: Խոյ քաղաքական գործիչները շատ կտրուկ են և համոզված են իրենց ճշմարտացիության մեջ: Այս նշանի հայտնի քաղաքական գործիչներ են Խրուշչովը, Չեռնոմիրդինը, Բիսմարկը, Կառլոս Մեծը:
