Ոստիկանները պաշտոնեական կեղծիք են կատարել. հարուցվել է քրգործ

ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննության ընթացքում տվյալներ են ձեռք բերվել այն մասին, որ 2015թ. փետրվարի 21-ին՝ ժամը 02:50-ից 02:55-ն ընկած ժամանակահատվածում, Հասմիկ Օ.-ն գիշերային ակումբում տեղի ունեցած խմբակային վիճաբանության և ծեծկռտուքի մասին մի քանի անգամ ահազանգել է ՀՀ ոստիկանության Էրեբունու բաժին. տեղեկացնում է ՀՀ հատուկ քննչական ծառայությունը :
Ոստիկանության աշխատակիցներն, ահազանգի վերաբերյալ նյութերի նախապատրաստման ընթացքում, անձնական այլ դրդումներով, ոստիկանության հիշյալ բաժնի պետին ուղղված զեկուցագրում և տրված ամփոփագրում ահազանգի ժամի և բովանդակության վերաբերյալ ակնհայտ կեղծ տեղեկություններ և գրառումներ են մտցրել, թե, իբր, Հասմիկ Օ.-ն ոստիկանություն է ահազանգել 2015թ. փետրվարի 21-ին՝ ժամը 03:45-ին, և հայտնել, որ գիշերային ակումբի դիմաց վնասել են իր ավտոմեքենան: Այնուհետև տեղի ունեցած վիճաբանության և ծեծկռտուքի, դրա արդյունքում մեքենան վնասվելու վերաբերյալ հաղորդում ընդունելու փոխարեն, Հասմիկ Օ.-ից ոստիկանության ծառայողները վերցրել են միայն չպարզված անձանց կողմից ավտոմեքենան վնասելու վերաբերյալ հաղորդում:
Բացի այդ, դեպքի վայրի զննության մասին նույն գիշերը կազմված արձանագրության մեջ ոստիկանները մտցրել են իրականությանը չհամապատասխանող տեղեկություններ:
Դրանից բացի, տվյալներ են ձեռք բերվել նաև այն մասին, որ դեպքի օրը՝ երեկոյան, ոստիկանության աշխատակիցները գիշերային ակումբում դիտել են ակումբում տեղադրված տեսախցիկների՝ դեպքի ժամանակահատվածի տեսագրությունները, սակայն, անձնական այլ շահագրգռվածությունից ելնելով, ծառայողական պարտականությունները չեն կատարել, միջոցներ չեն ձեռնարկել տեսագրությունները ստանալու և պահպանելու ուղղությամբ, իսկ դրանց ինքնաբերաբար ջնջվելուց հետո, կազմել են տեսանյութի պահպանված չլինելու վերաբերյալ արձանագրություն, որից հետո Հասմիկ Օ.-ից վերցված բացատրության մեջ իրականությանը չհամապատասխանող տեղեկություններ են ներառել:
ՀՀ ոստիկանության Էրեբունու բաժնի հատուկ ծառայություն իրականացնող պաշտոնատար անձանց կողմից պաշտոնեական լիազորությունները չարաշահելու և պաշտոնեական կեղծիք կատարելու դեպքերի առթիվ ՀՀ հատուկ քննչական ծառայությունում ՀՀ քրեական օրենսգրքի 308-րդ և 314-րդ հոդվածների 1-ին մասերի հատկանիշներով հարուցվել է քրեական գործ:
