Կառավարությունն ընդդեմ «ապօրինի հարստացման», թե՞ սովորական պոպուլիզմ

Նոր կառավարության ծրագիրը  կոռուպցիայի դեմ պայքարի շրջանակներում առաջարկում է քրեականացնել ապօրինի հարստացումը, համապատասխան նախապատրաստական գործողություններն իրականացնել եռամսյա ժամկետում, իսկ 6 ամսյա ժամկետում` արդեն իսկ կյանքի կոչել։

Տեսականորեն նման քայլը կարող է սկզբունքային լինել կոռուպցիայի դեմ պայքարում, սակայն այստեղ արդեն հարց է ծագում, թե ինչքանով կառավարությունը կցանկանա դա իրականացնել։ Նախ և առաջ արդեն իսկ պարզ է, որ ներկա ծրագիրը, թեկուզ տեսականորեն, գործելու է մինչև 2017թ. ապրիլը, այսինքն, եթե անգամ ներդրվի վերը նշված մեխանիզմը,միևնույն է, այն իրագործվելու է այլ ծրագրի շրջանակում և հավանաբար նաև այլ կառավարության կողմից։

Այստեղ, սակայն, խնդիրը միայն ծրագիրն ու այն իրականացնողները չեն, այլ այն թիրախը, որին հարվածելու է նման օրենսդրական փաթեթի իրականացումը։  Հայաստանում ոչ ոքի համար գաղտնիք չենբոլոր այն պաշտոնյաների ու գործիչների անունները, որոնց պատկանող ունեցվածքը որևէ կերպ համեմատական չէ նրանց ստացած աշխատավարձին կամ եկամուտին։ Ինչպես ասում էր հայտնի պաշտոնյան, սա փոքր երկիր է, ու բոլորը բոլորի մասին գիտենգրեթե ամեն ինչ։  Տարիներ շարունակ ակնհայտորեն ապօրինի հարստացած այս պաշտոնյաների կամ այսպես կոչված քաղաքական գործիչների ռեսուրսներն ապահովել են իշխանությունների վերարտադրությունը և ընտրական ու քաղաքական մնացյալ գործընթացներում իշխանության կուսակցության հաղթանակը։

Ըստ էության, առկա վարչակարգն իր տարբեր ճյուղավորումներով, կարելի է ասել, որ հիմնված է հենց ապօրինի հարստացածների ու ապօրինի հարստության վրա։ Կարո՞ղ են արդյոք նման պայմաններում ներկա կառավարությունն ու նորանշանակ վարչապետը հարվածել այն վարչակարգի հիմքերին, որը ներկայացնում են, դժվար է հավատալ, սակայն եթե դա տեղի ունենա և ներդրվի համապատասխան օրենսդրական փաթեթ, ապա արդյո՞ք դա կունենա հետադարձ ուժ, թե մեր ապօրինի հարստացածները կշարունակեն վայելել իրենց կուտակածն ու հարստահարածը, իսկ օրենքը կտարածվի միայն նորելուկ հարստացողների վրա։

Ամեն դեպքում հուսանք, որ  կառավարության նախաձեռնությունը կպսակվի հաջողությամբ, որի արդյունքը կլինի շատ ավելի տպավորիչ, քան կարող ենք պատկերացնել։ Սակայն,ամեն դեպքում,գետը չթռած հոպ չենք կարող ասել։
