«Ժամանակ». Իշխանությունն ու ոչ իշխանությունը ընդլայնել են «հիմնադիր» կապիտալը

«Ժամանակ» թերթը գրում է. «Հայ ազգային կոնգրեսի առաջնորդ Լեւոն Տեր-Պետրոսյանը հանդես է եկել նոր հրապարակումով, որում կառավարությանը ներկայացնում է իրավիճակ փոխելու համար անհրաժեշտ երկու կարեւոր քայլի առաջարկ:

Ըստ այդմ, նա առաջարկում է վերացնել նախարարությունների եւ այլ գերատեսչությունների արտաբյուջետային հաշիվները կոռուպցիայի ռիսկերը վերացնելու համար, եւ վավերացնել ապօրինի հարստացման դեմ ՄԱԿ-ի կոնվենցիայի համապատասխան հոդվածը: Տեր-Պետրոսյանն իրավացիորեն արձանագրում է, որ եթե չլինի պայքար կոռուպցիայի դեմ, ապա Հայաստանում չի փոխվի ոչինչ եւ զգուշացնում, արդեն ոչ թե դեֆոլտով, այլ Հայաստանի ու Ղարաբաղի կորստով:

Ուշագրավ է, որ ՀԱԿ առաջնորդը ընդամենը օրերի տարբերությամբ չարագույժ տնտեսական աղետի մասին ահազանգից անցնում է կառավարությանը կառուցողական առաջարկի: Այդ տրանսֆորմացիան տեղի է ունենում նաեւ խորհրդարանում ուշագրավ զարգացումներին զուգահեռ: Այստեղ հայտարարվել է Ընտրական օրենսգրքի շուրջ իշխանությունների եւ ընդդիմության, կամ այսպես ասած 4+4 ֆորմատի միջեւ նոր համաձայնության մասին, որ վերաբերում է ընտրակեղծիքների մասին հայտարարությունների համար քրեական պատասխանատվություն սահմանելուն` եթե դրանք չեն ապացուցվում:

Այդպիսով, 4+4 ֆորմատն, ըստ էության, համաձայնության է եկել չապացուցվող հայտարարությունները քրեական պատասխանատվության ենթարկելուն, եթե դրանք արվել են դիտավորությամբ: Թե ինչպես է որոշվելու դիտավորությունը, պարզ չէ, սակայն այստեղ ակնհայտն այն է, որ ընտրական խաղի կանոնների շուրջ տեղի է ունենում հերթական պայմանավորվածությունը, երբ անցյալ օրերին թվում էր, որ մինչ այդ ձեռք բերված եւ ոչիշխանական ուժերի շուրթերով պատմական որակված համաձայնությունը մոտենում է տապալման, իսկ Տեր-Պետրոսյանն էլ այդ ամենը գնահատել էր որպես թատրոն:

Շատ հետաքրքրական է, որ դրանից հետո, ՀԱԿ խորհրդարանական խմբակցության ղեկավար Լեւոն Զուրաբյանը հայտարարեց, որ Տեր-Պետրոսյանը թատրոն ասելով նկատի չուներ իշխանությունների հետ ԸՕ շուրջ բանակցությունը, այլ ՏԻՄ ընտրություններն ու ԿԸՀ կազմի նշանակումը:

Եվ ահա, արդեն կառուցողական ոգով հանդես է գալիս հենց ինքը` ՀԱԿ առաջնորդը: Եվ երբ այդ զիգզագը համեմատում ենք ԸՕ շուրջ տեղի ունեցող զարգացումների զիգզագի կամ վայրիվերումների հետ, ապա ներդաշնակությունը բավականին նկատելի է, ինչը հիմք է տալիս եզրակացնելու, որ իշխանությունն ու ոչիշխանական ուժերը եկել են առաջիկա խորհրդարանական ընտրությունների շուրջ փաթեթային փոխհամաձայնության մի նոր չափաբաժնի, կամ այսպես ասած ընդլայնել են առաջիկա խորհրդարանական ընտրությունների գործընթացի համար անհրաժեշտ «հիմնադիր» կապիտալը»:
