«168 ժամ». Կառավարության Deadline-ներով ծրագիրը. չկան «ցուցանիշային» խոստումներ

«168 ժամ» թերթը գրում է. «Կառավարությունն այսօրվա արտահերթ նիստում ԱԺ պատգամավորներին կներկայացնի իր ծրագիրը։ Ի ուրախություն խորհրդարանականների՝ այն նախկին ծրագրերի պես երկար չէ՝ ընդամենը 33 էջ կամ 5800 բառ (համեմատության համար նշենք, որ 2014 թվականի մայիսի կառավարության ծրագիրը 76 էջ էր եւ բաղկացած էր մոտ 14 հազար բառից)։

Ծրագրի հենց առաջին նախադասության մեջ նշվում է, որ Հայաստանի Հանրապետության մարտահրավերները պահանջում են րոպե առաջ իրագործել բարեփոխումներ՝ այդ գործում ներգրավելով եւ օգտագործելով Հայաստանի եւ հայության ամբողջ ներուժը։

Այսինքն, «մեկ րոպե առաջ»-ով կառավարությունը փոխանցում է իր ամենակարեւոր ուղերձը՝ ժամանակ չկա, շտապել է պետք։ Դրա համար այս ծրագիրը տարբերվում է նախկիններից՝ առաջին հերթին՝ հենց ժամանակային կոնկրետության առումով։ Շատ քայլերի համար նախատեսված է 6-ամսյա ժամկետ, մյուսների համար՝ 1 տարի կամ մինչեւ 2017 թվականի վերջ։ Կան քայլեր, որոնց համար նախատեսված է ավելի կարճ ժամանակահատված՝ մինչեւ այս տարվա վերջ կամ 3 ամիս. օրինակ՝ եռամսյա ժամկետում «ապօրինի հարստացման» քրեականացում եւ վեցամսյա ժամկետում դրա կիրառումն ապահովող գործուն կառուցակարգերի ներդրում։

Ի դեպ, 6-ամսյա ժամկետի ավարտը համընկնում է ԱԺ ընտրությունների հետ։ Այսինքն, կառավարությունը փորձելու է բարեփոխումների առաջին փուլն ավարտին հասցնել մինչեւ խորհրդարանական ընտրությունները։ Դա թույլ կտա, մի կողմից՝ ընտրողին ներկայացնել, որ կատարվել են որոշակի  քայլեր, եւ մյուս կողմից՝ այդ քայլերը շարունակելու մանդատ խնդրել։

Իրատեսակա՞ն է ծրագիրը, թե՞ ոչ։ Այստեղ մի հանգամանք կա՝ չկան «ցուցանիշային» խոստումներ (օրինակ՝ տարեկան 10% տնտեսական աճ կամ աղքատության կրճատում մինչեւ 11.2%, ինչպես նախկին ծրագրերից մեկում էր)։ Փոխարենը՝ կա կոնկրետ քայլերի ժամանակացույց։

Իսկ այդ քայլերի արդյունավետ իրականացումն ու, առավելեւս, դրանց էֆեկտը, կախված կլինի ոչ միայն՝ կառավարությունից, այլեւ՝ իշխանության մյուս թեւերի որակից։ Օրենսդիր, եւ հատկապես՝ դատական»:
