Լևոն Տեր-Պետրոսյան. Երկու առաջարկ ՀՀ նոր կառավարության ծրագրում ընդգրկելու համար

ilur.am-ի փոխանցմամբ՝ ՀՀ առաջին նախագահ Լևոն Տեր-Պետրոսյանն հանդես է եկել երկու առաջարկով՝ ՀՀ նոր կառավարության ծրագրում ընդգրկելու համար:

Կասկած չունենալով, որ Կարեն Կարապետյանը վարչապետի պաշտոնն ստանձնել է երկրի տնտեսական վիճակն առողջացնելու ազնիվ մղումով, կարծում եմ, որ նա առաջին հերթին պետք է նկատի ունենա հետևյալ անժխտելի իրողությունը:

Հայաստանի բոլոր չարիքների` սոցիալական ծանրագույն վիճակի, բնակչության աղքատության, զանգվածային արտագաղթի, բանակի թերզինվածության, ապօրինի ընտրությունների, արդարադատության չգոյության, ժողովրդավարության և մարդու իրավունքների ոտնահարման արմատը կոռուպցիան է` պետական պաշտոնյաների կողմից ազգային հարստության համատարած ու անհագ թալանը:

Ուստի կառավարության առջև կանգնած ամենահրատապ խնդիրը պետք է լինի կոռուպցիայի դեմ պայքարի ոչ թե ձևական, այլ հիրավի արդյունավետ մեխանիզմների կիրառումը, ինչի համար անհրաժեշտ է.

1. Վերացնել նախարարությունների, պետական այլևայլ գերատեսչությունների, ինչպեսև տեղական ինքնակառավարման մարմինների արտաբյուջետային հաշիվներն ու հիմնադրամները:

2. Անմիջապես վավերացնել ՄԱԿ-ի Հակակոռուպցիոն կոնվենցիայի` պետական պաշտոնյաների ապօրինի հարստացմանը վերաբերող 20-րդ հոդվածը:

Եթե կառավարության ծրագրում այս երկու դրույթները չընդգրկվեն, ապա Հայաստանի տնտեսական վիճակի բարելավման ու զարգացման հույս փայփայելն անիմաստ կդառնա, իսկ նոր կառավարությունը կարժանանա նախորդ երկուսի բախտին:

Այս առաջարկները թեև նորություն չեն ու բազմիցս արծարծվել են, բայց մինչ այժմ մնացել են «ձայն բարբառոյ յանապատի»:

Մինչև Հայաստանում կոռուպցիան արմատախիլ չարվի, ոչ մի վարչապետ, որքան էլ կարող, որևէ հաջողության չի հասնի և կարճ ժամանակ անց կդառնա հերթական քավության նոխազը:

Իշխանավորների անհագության ու կոռուպցիայի պատճառով մենք կարող ենք ոչ միայն մեր անկախությունը, այլև Ղարաբաղն ու Հայաստանը կորցնել:

Սա է, որ խորապես պետք է գիտակցի նոր կառավարությունը և քաջություն ու վճռականություն դրսևորի մեծագույն այդ չարիքը հաղթահարելու գործում: Այլապես, համակարգային բարեփոխումների վերաբերյալ նրա ցանկացած խոստում կմնա սոսկ դատարկ զրույց:
