Կառավարության նոր ծրագիրը նախընտրական է ու միտված PR-ի

Արտյոմ Բալասանովը ֆեյսբուքյան իր էջում գրում է.
ՀՀ կառավարությունը ներկայացրել է իր ծրագիրը, որի մեջ ներառված են տնտեսական, արտաքին քաղաքական հարցեր ու պետական համակարգի արդիականացման ու մաքսիմալ օպտիմալացման ուղենիշները:
Կառավարության ծրագիրը նպատակ ունի վեց ամսվա ընթացքում՝մինչև 2017թ.-ի խորհրդարանական ընտրություններ ստեղծել բարեփոխումների իմիտացիա՝որոշ կրճատումներ պետական համակարգում, հասարակության կողմից չընդունվող ու մականունավոր պաշտոնյաների հեռացում՝PR ու ինֆորմացիոն առիթների ստեղծում՝վեճ-քննարկումներ կառավարության նիստերում, <<խիստ>> հանձնարարականներ և այլ՝ԶԼՄ-ների հետ ակտիվ աշխատանք ու կառավարության բարեփոխումների դրական լույսի ներքո ներկայացում:
Կառավարության ծրագիրը կոսմետիկ շտկումներ է ներկայացնում թե տնտեսության մեջ՝ներդրումների ներգրավումն վեց ամսյա ժամկետում գրեթե անհնար է, քանի որ ՀՀ ունի արտաքին մեծ պարտք, ծերացող բնակչություն՝խոշոր արտագաղթ, վատ ներդրումային միջավայր, որը չի ուղղվել քսան տարվա ընթացքում, ինչպես կարող է ուղղվել վեց ամսվա ընթացքում և այլն: Սա ավելի շատ նախընտրական քարոզարվաշին միտված ծրագիր է՝փոխել ինչ-որ բանել՝ԱԺ ընտրություններին դա ցուցադրելու համար՝ՀՀԿ-ի նոր, ռեբրենդինգ արված կազմով հանրությանը ներկայանալու, մարզային հանդիպումների ժամանակ ինչ-որ փոքրիկ ձեռնարկությունների բացման առիթները լայնորեն լուսաբանելու համար և այլն:
Անհնար է վեց ամսվա ժամկետում՝լավ, բանիմաց նախարարներով անգամ շտկել այն տնտեսական կոլապսը,որի մեջ ՀՀ-ը հայտնվել է օբյեկտիվ ու ավելի շատ սուբյեկտիվ պատճառներով: Եթե նավը մեծ արագությամբ գնում է այսբերգին ընդառաջ՝ՀՀ-ը իր սոցիալ-տնտեսական վիճակով, արտագաղթով , ժողովրդագրությամբ ու այլ ցուցանիշներով հենց այդ նավն է, անհնար է այդ նավը կանգնեցնել խարիսխ գցելով կամ վերջին պահին ղեկը այլ կողմ թեքելով:
Կառավարության ծրագիրը որոշակի շտկումներ կբերի տարբեր ոլորտներում, սակայն համակարգային փոփոխություններ, տնտեսական ցուցանիշների, սոցիալական վիճակի բարելավման առումներով հնարավոր է ակնկալել միայն 2017թ-ի հետո,այն էլ եթե կառավարությունը չփոխվի ու շարունակի պաշտոնավարել:
2018թ.-ից հետո շատ բան կարող է փոխվել ու ՀՀԿ-ը մեծամասնություն ունենալով՝դրանում ոչ ոք չի կասկածում, ԱԺ-ում կարող է փոխել թե կառավարությունը, թե կառավարության ծրագիրն ու փոփոխություններն ու երկրի զարգացման տեսլականը 180%-ով շրջել ցանկացած ուղղությամբ:
Ոչ մի կառավարություն՝անգամ հրաշագործները պետք է հիմնվեն այն տնտեսական ներուժի վրա, որը նրանց բաժին է հասել՝խոշոր արտաքին պարտք, տնտեսական անկում բոլոր ոլորտներում, կոռուպցիա, օլիգարխների մենաշնորհներ, արտագաղթ, պետական ուռճացված ապարատ ու ոչ պրոֆեսիանալ կառավարում ու գումարների անարդյունավետ վատնում՝այդքանից հետո փորձել շտկել իրավիճակը կարճաժամկետ հեռանկարում անհնար է:
Կառավարության ձախողման դեպքում՝տնտեսական և այլ ոլորտներում հեշտ կլինի տեխնոկրատների վրա այդ ամենը բարդել ու հերթական կառավարությանը ուղարկել վաստակավոր թոշակի ու այդպիսի անվերջ կարուսել՝ՀՀ-ին անհրաժեշտ են ստվերի վերացում՝օլիգարխների կողմից հարկերի բնականանոն վճարում, մենաշնորհների վերացում՝միայն Սփյուռքն ու այնտեղի հայ ու ոչ միայն հայ, գործարարները կարող են փոքրիկ՝թե բնակչության թվով, թե տարածքով ՀՀ վերածել կովկասյան Շվեյցարիայի՝իրենց ներդրումներով, այլ պարագաներում անգամ հանճարեղ գրված ռազմավարություն ու ծրագիր կմնա հերթական փաստաթուղթը, որն արդեն քսան տարուց ավելի այդքան գեղեցիկ ու գրագետ գրում ու ներկայացնում են պաշտոնական կայքէջերում:
