Կառավարության կողմից պետական կառավարման համակարգում իրականացվող կառուցվածքային փոփոխություններից հետո գործադիրը պարբերաբար հայտարարում էր փոքր և միջին բիզնեսին խթանելու քայլերի մասին:

Այս համատեքստում պատահական չէր Կարեն Կարապետյանի անդրադարձը հսկիչ գներին։ Վարչապետը նշել էր, որ անհրաժեշտ է վերանայել դրանց կիրառման մեխանիզմն ապրանքների ներմուծման ժամանակ, կիրառել ապրանքների մաքսային արժեքների հաշվարկի համար գործարքի գնի մեթոդը՝ հիմք ընդունելով արտահանող երկրի մաքսային մարմինների կողմից հաստատված արտահանման ինվոյսը:

Իհարկե, դրանից հետո կային մտավախություններ՝ կլինեն արդյոք կոնկրետ քայլեր, թե ոչ: 
Վարչապետի հայտարարությունից օրեր անց Ազգային ժողովում լրագրողների հետ զրույցում ՊԵԿ փոխնախագահ Վախթանգ Միրումյանն, անդրադառնալով այս ընթացքում պետական համակարգում ընթացքող բարեփոխումներին, նշել էր, որ «հսկիչ գին» հասկացությունը այլևս չի կիրառվում:

ՊԵԿ-ն իրականացրեց առաջին քայլերից մեկը: Վարչապետի խոսքից օրեր անց գործնական քայլը կատարվեց, ինչը պետք է «վարակիչ» լինի մնացած գերատեսչությունների համար: Միայն այդ կերպ է հնարավոր թղթի վրա զետեղված ծրագրերն ու գաղափարները դարձնել նյութական արդյունք հանրության համար: Այս ամենը որոշակի հույս է արթնացնում, որ մնացած բոլոր ծրագրերն «արտահերթ» կարգով կյանքի կկոչվեն:
