Նոր գործադիր իշխանության ձևավորումը որոշակի սպասելիքներ է առաջացրել հանրության շրջանում: Այս ընթացքում կառավարության կողմից իրականացվեցին մի շարք կադրային ու կառուցվածքային փոփոխություններ, որոնք առաջին հայացքից կոսմետիկ բնույթ էին կրում: Այնուամենայինվ, ազնիվ չի լինի ասել, թե այս ամենը մնաց թղթի վրա, ու ոչ մի շոշափելի արդյունք չունեցանք այս ընթացքում: Մյուս կողմից էլ՝ գործնականում կառավարությունը դեռ անելիքներ շատ ունի:
Ինչևէ, այսօր հրապարակվել է կառավարության ծրագիրը, որը շուտով ներկայացվելու է Ազգային Ժողովին: Ուսումնասիրելով գործադիրի մշակած ռազմավարությունը՝ կարելի է փաստել, որ առաջիկա անելիքները բավականին հագեցած են, որոնք կյանքի կոչելը պահանջում է լուրջ աշխատանք: Գործադիրը որոշակի ծրագրեր է պլանավորում իրականացնել տարբեր ոլորտներում՝ սկսած զբոսաշրջությունից մինչև պետական կառավարման համակարգ: Առավել մեծ ուշադրության է արժանի պետական գնումների ոլորտում իրականացվելիք քայլերը: Կառավարությունը առաջիկա 6 ամիսների ընթացքում պլանավորում է պարզեցնել գնման գործընթացները, կրճատել պատվիրատուների թիվը և ներդնել մասնակի կենտրոնացված համակարգ:
Բացի այդ՝ օտարերկրյա և միջազգային կազմակերպությունների ֆինանսավորմամբ ծրագրերի համաձայն՝ իրականացվող գնումների թղթային եղանակով կազմակերպումից նախատեսվում է աստիճանական անցում կատարել էլեկտրոնային եղանակի՝ օգտագործելով պետական գնումների էլեկտրոնային հարթակը:
Պետական գնումներն ամենամեծ կոռուպցիոն ռիսկեր պարունակող ոլորտն է, որի նկատմամբ հանրային վստահությունը չափազանց ցածր մակարդակում է գտնվում: Մինչ այս շատ էր խոսվում այս ոլորտի բացթողումների մասին: Այսօր տեսնում ենք, որ կառավարությունը պետական գնումների ոլորտը ներառել է առաջիկա բարեփոխումների ծրագրերում:
