5-ամսյա ծրագրի տեսլականը

Երեկ կայացած ՀՀԿ խորհրդի նիստում վարչապետը ներկայացրել է կառավարության ծրագիրը։ Ինչպես և սպասվում էր, տեսականորեն կառավարության ծրագիրը գործելու է մինչ 2017 թվականի ապրիլին կայանալիք խորհրդարանական ընտրությունները։ Այս մասին հայտնեց Էդուարդ Շարմազանովը։
Նման պայմաններում տրամաբանական հարց է առաջանում, թե շուրջ 5 ամսվա ընթացքում ինչ կարող է անել կառավարությունը, ինչ հնարավորություններ՝ երկրի տնտեսական իրավիճակը շտկելու համար, առավել ևս այն պայմաններում, որ նախորդ կառավարությունը բառացիորեն ձախողվել էր և չէր ապահովել նախորդ ծրագրով նախատեսված շուրջ 4 տոկոս աճը։
Հիշեցնենք, որ երկրում գրանցվել էր ընդամենը 3 տոկոս տնտեսական աճ, այն էլ պաշտոնական տվյալներով։ Սա նշանակում է՝ չի բացառվում, որ անգամ այդ 3 տոկոսը կարող է արհեստական լինել։
Նման ժառանգության պայմաններում կարո՞ղ է արդյոք Կարեն Կարապետյանի կառավարությունը առնվազն կոտրել երկրի տնտեսական իրավիճակի նկատմամբ հասարակական հոռետեսությունը, թե՞ ոչ, շատ դժվար է ասել։ Մյուս կողմից՝ Կարեն Կարապետյանի կառավարության ուսերին դրված է ոչ միան տնտեսական, այլև քաղաքական մեծ պատասխանատվություն, քանի որ հենց այս կառավարությունը պետք է խորհրդարանական ընտրություններից առաջ այսպես ասած «քարոզարշավի բագաժ» ապահովի Հանրապետական կուսակցության համար։ Իսկ այդ բագաժի կարիքը ՀՀԿ-ն առավել քան ունի, քանի որ ստանդարտ ու դեմագոգիկ հայտարարություններից զատ, հենց նույն ՀՀԿ-ն պետք է, որ լավագույնս տեղյակ լինի երկրում տիրող իրական պատկերի և այն մասին, որ այլևս սպառված է պոպուլիզմի ու պաթոսի թույլատրելի չափաբաժինը և առանց գործնական ու տեսանելի քայլերի, վարչակարգը սպառել է նաև բազմիցս շահարկվող վերարտադրության ներուժը։
Վերջապես հասկանալի է, որ եթե խոսքն ընդամենը 5 ամսվա ծրագրի մասին է, ապա բավական դժվար է լուրջ ակնկալիքներ ունենալ կառավարության գործունեությունից, սակայն ներկայումս երկրում ընթացքի մեջ են բավական հետաքրքիր վերակազմակերպման մասին գործընթացներ, որոնց արդյունքում չի բացառվում, որ կառավարության ներկայիս ծրագիրը սկզբունքորեն շարունակվի նաև 2017 թվականի ապրիլից հետո։
