Օպտիմալացման հետքերով

Մամուլում շրջանառվող տեղեկությունների համաձայն՝ կառավարության օրակարգում կրկին օպտիմալացումն է: Վերջինիս մեջ մտնում է նաև ծառայողական մեքենաների կրճատումը: Կառավարության աշխատակազմի օպտիմալացումը, ըստ էության, նորություն չէ, քանի որ դեռևս նախորդ վարչապետը փորձեց նախաձեռնել այս գործընթացը: Սակայն մասնավորապես ծառայողական մեքենաների կրճատման առումով հայտնի դարձան մի շարք դեպքեր, երբ այսպես ասած օպտիմալացվում էին հնամաշ, հաճախ չշահագործվող մեքենաները: Հասկանալի է, որ այս դեպքում ծառայողական մեքենաների կրճատումը վերածվում էր ֆարսի: Նոր վարչապետը կարծես առավել կտրուկ կերպով է դնում այս խնդիրը, ավելին, տարբեր աղբյուրներից նշվում է, որ կրճատման տակ է հայտնվելու կառավարության մոտ 20 տոկոսը, ընդ որում, չեն շրջանցվելու նաև մարզային կառույցները:
Անշուշտ, ներկայումս Հայաստանում առկա է բավական ուռճացվածն բյուրոկրատական ապարատ, որը պահելու հիմնական բեռը բնականաբար գտնվում է պետբյուջեի ուսերին: Այս տեսանկյունից օպտիմալացման արմատական գործընթացները միայն դրական կարող են ընկալվել: Սակայն, մյուս կողմից, այստեղ առաջանում է նաև մեկ այլ` գործազրկության խնդիրը, քանի որ, որպես կանոն, կրճատման տակ են ընկնում ստորին և միջին օղակի աշխատողները, որոնց աշխատավարձը տատանվում է 60-150 հազար դրամի սահմաններում: Բնականաբար, վերջիններիս կրճատումը բերելու է սոցիալական բողոքի մեծացման:
Սակայն, հաշվի առնելով պետական հիմնարկներում աշխատանքի ընդունվելու խնամի-ծանոթ-բարեկամների մեխանիզմները, կարող ենք ասել, որ սոցիալական բունտի սպառնալիք գոյություն ունի միայն տեսականորեն, քանի որ հաճախ այս կամ այն պաշտոնյան իր մերձավորին աշխատանքի տեղավորելու համար տարբեր անհասկանալի ու չհիմնավորված հաստիքներ է ստեղծում իր գերատեսչությունում, որն էլ հանգեցնում է աշխատակազմի ուռճացմանը: Այս տեսանկյունից պետք է շեշտել, որ կառավարության աշխատակազմի օպտիմալացումը, իսկ ավելի կոնկրետ՝ կրճատումը առաջնային խնդիր է՝ անկախ դրան հաջորդող որոշակի բացասական հետևանքների, քանի որ կառավարության աշխատանքի արդյունավետությունը բարձրանում է ոչ թե աշխատողների քանակով, այլ նրանց մասնագիտական պատրաստվածության մակարդակով պայմանավորված:
Իսկ ինչ վերաբերում է ծառայողական մեքենաներին, ապա ակնհայտ է, որ երկրի ներկայիս սոցիալ-տնտեսական պայմաններում դրանք միայն անհարկի ու անհիմն ճոխություններ են, ինչն անթույլատրելի է:
