Հայաստանի տնտեսությունը ներկայումս ծանր օրեր է ապրում: Տնտեսության զարգացման ճանապարհին առկա են բազմաթիվ խոչընդոտներ և արտաքին ու ներքին մարտահրավերներ:

ՀՀ-ում ապրող յուրաքանչյուր քաղաքացի հասկանում է, որ երկրի կողմից տարվող տնտեսական քաղաքականության ուղղության մեջ միայն կտրուկ փոփոխությունները կարող են ստեղծել նպաստավոր պայմաններ տնտեսությունը ճահճացած վիճակից հանելու համար: Դրա համար անհրաժեշտ է ունենալ կոնկրետ ռազմավարություն, որը հնարավորություն կտա ոչ միայն արդյունավետ օգտագործել երկրի ներքին ռեսուրսները, այլև միջոցներ ներգրավել դրսից՝ օտարերկրյա ներդրումների տեսքով:

Տնտեսության մեջ ներդրումների խթանումը կարող է ունենալ այն քարշող ուժի դերը, որը կապահովի տնտեսության վերելքը, սակայն որպեսզի օտարերկրյա ներդրողները գործունեություն իրականացնեն Հայաստանում, անհրաժեշտ է ստեղծել բարենպաստ բիզնես միջավայր՝ սահմանել ներդրողների պաշտպանվածության բարձր մակարդակ, նվազեցնել բյուրոկրատական քաշքշուկները և թղթաբանությունը, արտոնություններ սահմանել և այլն:

Մինչ այս պահը չի հաջողվել օտարերկրյա ներդրողների համար բավարար վստահելի միջավայր ստեղծել, բայց իրավիճակը փոխելու հնարավորություններ կան՝ կախված նրանից, թե ինչ քայլերի կգնա կառավարությունը: Թերևս այս ուղղությամբ նոր կառավարության կողմից տարվող քաղաքականության գիծը պարզ կդառնա, երբ կառավարության գործունեության ծրագիրը ներկայացվի ԱԺ հաստատմանը: Չի բացառվում, որ նոր ծրագիրը բացարձակապես նոր մոտեցումների վրա կառուցված լինի:
