ԵՄ-ն Հայաստանի հետ հարաբերությունների ներառել է առաջնահերթությունների թվում

Եվրոպական միության խորհուրդն ընդունել է Ընդհանուր արտաքին և անվտանգության քաղաքականության շրջանակներում 2016թ-ի առաջնահերթությունների մասին զեկույցը: Ինչպես տեղեկացրին ԵՄ խորհրդի լրատվական ծառայությունից, զեկույցն ընդունվել է որպես 2016թ-ի հունիսի Ընդհանուր արտաքին և անվտանգութ յան քաղաքականության հարցերով ԵՄ բարձր ներկայացուցիչ Ֆեդերիկա Մոգերինիի ներկայացրած «ԵՄ գլոբալ ռազմավարության» շարունակող և մասնավորեցնող փաստաթուղթ:
Փաստաթղթում անդրադարձ է կատարվում նաև Հայաստան-ԵՄ հարաբերությունների օրակարգին, ինչպես նաև Լեռնային Ղարաբաղի հակամարտության կարգավորմանը: «Հայաստանի հետ ԵՄ-ի հարաբերություններում շեշտը դրվելու է նոր շրջանակային համաձայնագրի բանակցությունների վրա, որը նոր ազդակ կհաղորդի երկկողմ հարաբերությունների զարգացմանը: Ավելին, նոր Գործընկերության Առաջնահերթությունները, որոնք համատեղ կհամաձայնեցվեն, կփոխարինեն Եվրոպական հարևանության քաղաքականության գործողությունների ծրագրին, որն այլևս ժամկետանց է: Անցյալ տարվա սահմանադրական հանրաք վեից հետո կարևոր է, որպեսզի Հայաստանը կյանքի կոչի նոր Ընտրական օրենսգիրքը, ինչպես նաև ԵԱՀԿ-ի և Եվրոպայի խորհրդի առաջարկները, նախքան հաջորդ` 2017թ-ի խորհրդարանական ընտրությունները: Որպես հիմնական դոնոր` ԵՄ-ն իր ներդրումը կունենա առաջիկա խորհրդարանական ընտրություններում` ֆինանսական բեռի մեծ մասը ծածկելով»,- նշված է զեկույցում: Միաժամանակ շեշտվում է, որ ԵՄ-ն այլևս չի ձգտում Հայաստանի հետ Ասոցացման համաձայնագիր կնքել:
Առևտրային հարաբերությունների առնչությամբ` Հայաստանը նշվում է այն 14 երկրների թվում, որոնց նկատմամբ ԵՄ-ն կիրառում է GSP+ առևտրային ռեժիմը: ԵՄ-ի իրականացրած կանոնավոր մոնիթորինգները և երկխոսությունն այս հարցի շուրջ վկայում են, որ նշված ոլորտում առաջընթաց արձանագրվել:
Զեկույցի` Ադրբեջանին առնչվող մասում անդրադարձ կա նաև Լեռնային Ղարաբաղի խնդրին: «ԵՄ-ն շարունակելու է աջակցել ԵԱՀԿ Մինսկի խմբի միջնորդական ջանքերին` ուղղված Լեռնային Ղարաբաղի հակամարտության բանակցային ճանապարհով կարգավորմանը»,- ասվում է զեկույցում:
