«Ես իմ ելույթում Վենետիկի հանձաժողովին, ԵԱՀԿ/ԺՀՄԻԳ-ի ներկայացուցիչներին տեղեկացրել եմ այն զարգացումների մասին, որոնք տեղի են ունեցել, ներկայացնելով, որ թեև գումարները առկա էին, սակայն սարքավորումների մատակարարումը հնարավոր չի եղել ապահովել»,- Past.am-ի հետ զրույցում ասաց ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը՝ հավելելով, որ Վենետիկի հանձնաժողովը արտահայտել է իր կարծիքը Ընտրական օրենսգրքի վերաբերյալ:
Նախարարը Վենետիկում կայացած «Ժողովրդավարություն` իրավունքի միջոցով» եվրոպական հանձնաժողովի 108-րդ լիագումար նիստի ժամանակ ներկայացրել է Հայաստանում Ընտրական օրենսգրքի փոփոխություններին հաջորդած զարգացումները, անդրադառնալով ընտրացուցակների հրապարակման որոշմանը, տեխնիկական սարքերի կիրառման խնդրին:
Արփինե Հովհաննիսյանը ներկայացրել է այն համաձայնագիրը, որը ընդդիմության, իշխանության և քաղաքացիական հասարակության ներկայացուցիչների միջև ստորագրվել էր և այս կապակցությամբ Վենետիկի հանձնաժողովը արել է համապատասխան լրացում իր արդեն հրապարակված կարծիքում, մասնավորապես՝ ՀՀ Կենտրոնական ընտրական հանձնաժողովը արել է հայտարարություն այն մասին, որ Ընտրական օրենսգրքի համապատասխան փոփոխություններով նախատեսված պայմանները հնարավոր չի եղել ապահովել:
«Չնայած կառավարությունը կարողացել էր գտնել համապատասխան գումարը, սակայն որևէ կազմակերպություն ի վիճակի չի եղել անհրաժեշտ տեխնիկական միջոցներ ապահովել, ուստի Ընտրական օրենսգքրի համապատասխան փոփոխությունները չեղարկվել են»,- ասաց նախարարը:
Past.am-ի հարցին, թե արդյո՞ք ԵԱՀԿ Վենետիկի հանձնաժողովն կողմ է ընտրացուցակների հրապարակմանը՝ Հովհաննիսյանը պատասխանեց. «Վենետիկի հանձնաժողովը այդ հարցի շուրջ գնահատել է ընտրական գործընթացի նկատմամբ հանրային լայն վստահություն ձևավորելու ուղղությամբ հայաստանյան իշխանությունների ներդրած ջանքերը»:
